BLE Team Members have decades of field experience in law enforcement, intelligence, emergency management, and military operations. Most impressive is their more than 150 years of combined sworn law enforcement experience. This breadth of experience includes leadership, undercover operations, surveillance operations, source operations, drug investigations, international investigations, fraud investigations, money laundering investigations, wiretap investigations, complex conspiracies, public corruption, trial preparation and other associated skills.
TRAINING IN BASIC INVESTIGATIVE TECHNIQUES
BLE has the capability to deploy a Mobile Training Team (MTT) anywhere in the United States in support of a department’s investigative training needs. Common topics include the investigator’s toolbox, mobile surveillance, report writing, affidavit writing, interviews and interrogations, confidential source management, undercover operations, risk assessment and mitigation, evidence handling, trial preparation and courtroom testimony, and many others. The training topics and duration are tailored to match the specific requirements as defined by the client.
INVESTIGATIVE SUPPORT
BLE provides Investigative Support which can be customized to a client’s needs. BLE can assist with developing investigative leads, case management, witness assessments, evidence review and analysis, evidentiary discovery production, trial preparation, and other investigative tasks.
INTELLIGENCE SUPPORT
Intelligence Support includes traditional analytical support such as link charting, telephone analysis, open source database queries, and creating investigative target packages. More advanced capabilities include assisting a department with the establishment of a confidential source (HUMINT) program.
MAJOR CASES
Major case support involves assisting with complex investigations, conspiracy investigations, and analyzing financial documents for money laundering and fraud investigations. It also includes assessing a department’s existing cases and providing recommendations for initiating and managing joint investigations. BLE Team Members are also experienced at managing wiretap investigations.
ADMINISTRATIVE SUPPORT
Administrative support can be requested by the client for special projects. Some of the services offered include evidence inventory audits and policy reviews.
EMERGENCY MANAGEMENT
Emergency Management support can be requested by the client prior to and during times of natural disasters or other emergencies. Services included with this involve manning emergency operations centers when a 24-hour presence is required. Additionally, expertise on how local agencies fit into the National Response Plan and the process for accessing state and federal resources is available during both training and actual crisis events.
